Bob Carr and the foreign ministers Job

Why does the premier of NSW and the governor of NSW have to OK the appointment of Bob Carr to the senate. Is this not an elected position? Also if he is not in the current government and has for intents and purposes retired how can he be given the job of Foreign Minister?
